It is granted for covering all or part of the expenses related to heating the home during the cold season.

Types of aids:

- aids for heating the home with thermal energy;

- aids for heating the home with natural gas;

- aids for heating the home with electric energy;

- aids for heating the home with solid or petroleum fuels.

Beneficiaries:

Families and single persons who meet the following conditions:

- actually reside at the address for which they request this aid, are registered in the property registry, and are considered when calculating the maintenance expenses of the home;

- earn incomes up to 1386 lei/family member in the case of families, or 2053 lei in the case of single persons;

- do not own goods included in the List of goods leading to exclusion from granting social aid;

- have the status of aid holder, status which can be found in the following situations:

· owner of the home;

· legal successor of the home owner;

· person who has alienated the home based on a sale-purchase contract with maintenance clauses or with habitation rights;

· holder of a lease, loan (comodat), or concession contract;

· another adult family member authorized by the home owner or by the holder of the lease contract;

· legal representative of the single person who does not have legal capacity (persons placed under interdiction, etc.)

Granting of the right

The aid for heating the home is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, incomes realized in the month prior to submitting the application by its members, and the goods held, including in other administrative-territorial units. When calculating the net monthly income of the family or, as the case may be, of the single person, all incomes are taken into account, including those derived from state social insurance rights, unemployment insurance, allowances, allocations, and permanent aids, regardless of the budget from which they are supported, legal maintenance obligations, and other legal claims, except for amounts provided in art.8 para.1 of Law 416/2001 regarding the guaranteed minimum income.

Necessary documents:
- copies of the identity documents for all family members;

- copy of documents certifying the status of heating aid holder (ownership deed, lease contract, legal authorization, etc.);

- copies of the registration certificates of owned cars (where applicable);
- supporting documents regarding the incomes achieved in the month prior to submitting the application (salary certificate with specification YES/NO meal vouchers, holiday vouchers, pension coupons, unemployment coupons, etc.); for persons who have no income or their amount cannot be proven otherwise, a notarial declaration will be submitted for this purpose;

- certificate issued by the owners/tenants association regarding the number and names of persons actually living at the address where heating aid is requested (for applicants submitting the individual application);
- copy of the last natural gas/electricity bill (for persons requesting heating aid for gas or electricity).

Applications-declarations are submitted only once at the start of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electric energy, solid or petroleum fuels). In situations where families and single persons meet the criteria for granting heating aid, during the cold season, the granting of the heating aid is established starting with the month of submitting the application, if it is submitted by the 20th of the month. Single persons and families who own goods included in the list of those leading to exclusion from granting heating aid, provided in Annex no.4 to HG 559/2017, DO NOT benefit from heating aid for the home.
