Short description
The electronic identity card (CEI) and the simple identity card (CIS) prove identity, citizenship, and home address.
The electronic identity card (CEI) is issued by any public community service for person records (SPCEP).
The simple identity card (CIS) is issued at the SPCEP of the person's place of domicile or residence.
The identity card is mandatory after the age of 14.
The identity card is issued in the following cases:
a) upon expiration of the validity period of the identity document to be renewed;
b) if the holder's name, surname, or date of birth has changed;
c) in case of change of domicile;
d) if the R.N.E.P. includes the mention "domicile validity ceased";
e) in case of assignment of a new C.N.P.;
f) in case of deterioration of the identity document;
g) in case of loss, theft, or destruction of the identity document;
h) when the facial image on the identity document no longer matches the holder's appearance;
i) in case of gender change;
j) in case of annulment;
k) upon acquiring Romanian citizenship;
l) establishing domicile abroad;
m) in case of change in the name or rank of localities and streets, renumbering or reassigning of properties, or establishment of new localities or streets;
n) upon request.
Procedural steps
1. Only for the electronic identity card (CEI), the citizen schedules an appointment at the counter through the platform hub.mai.gov.ro.
2. The citizen goes to the public service counter to submit the application and the necessary documents for issuing the identity card. The documents are presented in original; after verification by the officer, the originals are returned to the holder.
3. Verification of the application and documents.
4. Facial image capture. Additionally, for CEI, fingerprints of two fingers are also taken.
5. Analysis of the application and documents.
6. Processing the application and sending it for production.
7. Issuing the identity card.
8. Handing over the identity card.
The application is submitted to SPCEP only in the presence of the applicant and cannot be submitted by a special power of attorney.
