Through this procedure, the quality of PhD supervisor or habilitation obtained in an accredited higher education institution abroad listed in the List of prestigious universities from other countries, or in accredited higher education institutions subject to an international convention of mutual recognition concluded at intergovernmental or inter-university level, is recognized. It applies to citizens of a member state of the European Union, the European Economic Area, and the Swiss Confederation.

The deadline for resolving the recognition file is 30 days from the moment of submitting the application, and an appeal can be submitted within 30 days from the communication of the result, and its resolution is made within a maximum of 90 days from the contestation. The recognition file is evaluated by an evaluation committee, made up of three teaching staff members appointed by the Department Council that manages the field of science in which the doctoral title is awarded, and pronounces a decision regarding the recognition request, which is validated by the Department Council. The teaching staff members of the committee must hold a doctoral title in the same or a related field of science. Appeals are subject to approval by the University Senate, which appoints a re-evaluation committee, consisting of three teaching staff members other than those who were part of the initial committee, to re-analyze the recognition file. The decision of the committee appointed by the Senate is final and is validated in the first session of this body.
