Short description
The electronic identity card (CEI) and the simple identity card (CIS) prove identity, citizenship, and home address.
The electronic identity card (CEI) is issued by any public community service for personal records (SPCEP).
The simple identity card (CIS) is issued at the SPCEP at the place of domicile or residence of the individual.
The identity card is mandatory after the age of 14.
The identity card is issued in the following cases:
a) upon expiration of the validity period of the identity document to be replaced;
b) if the holder's surname or first name or date of birth has been changed;
c) in case of change of domicile;
d) in the event that the R.N.E.P. contains the mention «expired domicile»;
e) in case of assignment of a new C.N.P.;
f) in case of deterioration of the identity document;
g) in case of loss, theft, or destruction of the identity document;
h) when the facial image in the identity document no longer corresponds to the holder's physiognomy;
i) in case of change of sex;
j) in case of cancellation;
k) upon acquiring Romanian citizenship;
l) establishing domicile abroad;
m) in case of change of name or rank of towns and streets, renumbering of buildings or their reallocation, establishment of towns or streets;
n) upon request.
Procedural steps
1. Only for the electronic identity card (CEI), the citizen schedules an appointment at the counter through the hub.mai.gov.ro platform.
2. The citizen presents at the public service counter where the application and necessary documents for issuance of the identity card are submitted. Documents are presented in original, and after they are verified by the records officer, the originals are returned to the holder.
3. Verification of the application and documents.
4. Taking the facial image. Additionally, for CEI, fingerprint impressions of two fingers are also taken.
5. Analysis of the application and documents.
6. Processing the application and sending for manufacturing.
7. Issuing the identity card.
8. Handing over the identity card.
The submission of the application is carried out at SPCEP only in the presence of the applicant and cannot be done based on a special power of attorney.
