County public health departments and the Bucharest Municipality public health department authorize home care providers, based on a self-responsibility declaration, who meet the following criteria:
a) the founding act/document contains explicit mention of providing home care as an activity object;
b) the existence of specialized personnel according to the provisions of art. 6;
c) the existence of a job description for each employed person, specifying the level of professional training, competencies, and duties;

e) the existence of equipment for the storage and access of medical and communication documents specific to the activity field.
