​According to Article 301 paragraph (1) of the updated Law 307/2006 regarding fire protection:

Commissioning of new constructions and arrangements, as well as existing ones where modification and/or change of destination works have been carried out, is done only after obtaining the fire safety authorization for the categories specified in HGR 571 of 2016 updated with subsequent amendments and completions.
