According to Law 278/2015, the Order of General Nurses, Midwives and Medical Assistants of Romania, as the competent authority, prepares and issues the documents (certificates, etc.) necessary for the professional recognition of Romanian qualification titles of general nurse, midwife, and medical assistant, in other EU Member States.

The activities of certifying Romanian qualification titles of general nurse, midwife, and medical assistant, in other EU Member States consist of preparing and issuing documents, hereinafter referred to as certification documents, used by the authorities of other EU Member States, the countries belonging to the European Economic Area, and the Swiss Confederation for the professional recognition of these titles according to the procedures provided by Directive 2005/36/EC of the European Parliament and the Council of 7 September 2005 on the recognition of professional qualifications, with subsequent amendments and completions. As appropriate, the certification documents are certificates or recommendations.

Online applications for the issuance of documents necessary for the professional recognition of the aforementioned Romanian titles, accompanied by the relevant documents, are submitted through PCUe to the county branch/the Bucharest Municipality branch of OAMGMAMR, where the applicant is a member. If the applicant is NOT a member of OAMGMAMR, the application is submitted online via PCUe to the OAMGMAMR branch in the territorial area where the applicant resides.

If the applicant does not attach all the required documents or the file is found to be incomplete, the applicant will be notified through the PCUe system. Within 15 days from notification, the applicant is obliged to complete the file with all the requested documents. If the applicant does not comply with the completion deadline, upon its expiration, the file will be automatically closed by the PCUe system.

The recognition documents (certificates/recommendations) will be prepared at the specialized structure of OAMGMAMR National, and within 90 days from the registration of the complete electronic file, will be sent online to applicants via PCUe by the county branch of OAMGMAMR where they submitted the electronic file.
