The procedures and calendar regarding enrollment/re-enrollment in preschool education in 2018*

The Ministry of National Education informs that, in order to include children aged between 3 and 6 years in preschool education, the following steps will take place successively at each educational unit:

  • re-enrollment of children attending kindergarten in this school year who wish to attend in the school year 2018-2019 as well - will begin on May 7;
  • enrollment of new children will take place starting from May 21.

The schedule for re-enrollments and enrollments will be established by the management of the educational unit and will be displayed, in a visible place, in each kindergarten, to inform parents and the interested public, including on its website (if exists), and possibly on the websites of school inspectorates.

Filling of the available places, after the re-enrollment process is completed, will generally be done in descending order of age groups, as follows: upper group (children aged 5), middle group (children aged 4), and lower group (children aged 3). Based on Government Decision no. 1.252/2012 and within the limits of available spots, children aged between 2 and 3 can also be enrolled in the lower group.

If, in an education unit, the number of enrollment requests is higher than the number of available spots, general and specific selection criteria will be applied successively.

The general selection criteria are the following:

  • existence of a document proving that a child is orphaned by both parents (the situation of the child coming from an orphanage/foster center/family foster care is assimilated to the situation of a child orphaned by both parents);
  • existence of a document proving that the child is orphaned by one parent only;
  • existence of a brother or sister enrolled in the respective educational unit;
  • existence of a medical certificate classifying the child as having a disability.

The specific selection criteria (developed by each preschool educational unit, approved by its Board of Administration, and endorsed by the County School Inspectorate/the Bucharest municipality up to May 18) cannot be discriminatory and cannot include pre-registration lists. Also, the specific selection criteria will be applied only after the general criteria are exhausted.

To ensure transparency of the re-enrollment/enrollment process, managements of preschool educational units will visibly display, for all interested parties, the following information:

  • the institution's capacity (the number of children it was designed for);
  • the number of places approved by the schooling plan for the school year 2018-2019 (by age groups: lower, middle, upper);
  • general criteria and specific criteria for children's enrollment;
  • the number of children re-enrolled/enrolled daily (in the established period) of the total available.

We mention that private preschool educational units also have the obligation to display, in a visible place, information regarding their status, specifically whether they are authorized to operate provisionally or are accredited by the Romanian Agency for Quality Assurance in Pre-university Education (ARACIP).
