This procedure regulates the method of submitting online requests for issuance of certificates from the archive of Bistrița-Năsăud County Council, according to the provisions of Art. 29 of the National Archives Law no. 16/1996, republished, Art. 44 of the Instructions regarding archiving activity at creators and holders of documents, approved by the leadership of the National Archives through Order no. 217/1996, and Art. 3 of Government Ordinance no. 33/2002 regarding the regulation of issuance of certificates by central and local public authorities.
Clarifications
The resolution term according to Art. 8 paragraph (1) of Government Ordinance no. 27/2002 regarding the regulation of the activity of solving petitions, with subsequent amendments and completions is: "The public authorities and institutions notified are obliged to communicate to the petitioner, within 30 days from the date of registration of the petition, the answer, regardless of whether the solution is favorable or unfavorable."
A qualified electronic signature means an advanced electronic signature which is created by a qualified electronic signature creation device and which is based on a qualified certificate for electronic signatures according to the definitions provided in Art. 3 of EU Regulation no. 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC.
The type of electronic signature applicable by natural or legal persons for requests sent online is the qualified electronic signature.
If the applicant does not have a qualified electronic signature, the documents will be issued only after receiving the original request by post or directly at the Bistrița-Năsăud County Council registry. The requested document can be issued from the registry of the Bistrița-Năsăud County Council or
