According to Law no. 226/2021 regarding the establishment of social protection measures for the vulnerable energy consumer and the Methodological norms of application approved by HGR no. 1073/2021, receive heating aid for the home during the cold season to cover all or, as the case may be, part of the expenses for heating the home, as well as an energy supplement throughout the year, vulnerable consumers who meet the conditions.
The heating aid for the home is granted for a single system used for heating the home, during the cold season, declared by the single person, or a family member with full capacity to exercise civil rights, who becomes the beneficiary of the aid.
Also, the heating aid is granted only for a single home, that is, the domicile or, as the case may be, the residence. The aids provided are granted based on an application and a declaration on one's own responsibility accompanied compulsorily by documents justifying the family composition, the incomes obtained by its members as well as documents proving the home or the goods held by them.
In the application and declaration on one's own responsibility, the applicant for heating aid and energy supplement is required to mention the composition of the family, the incomes received, identification data of the supplier, client code and consumption place, goods owned, rented, under concession, loaned or held in any other form, included in the list of goods that lead to exclusion from granting heating aid for the home. Persons requesting thermal energy aid are required to specify the number of rooms in the home.
The net monthly average income up to which heating aid is granted is 1,386 lei/person, in the case of families, and 2,053 lei, in the case of single persons.
Families and single persons who own at least one of the goods listed below do not benefit from heating aid for the home
List of goods that lead to exclusion from granting heating aid for the home
A. Immovable goods
1. Buildings, other living spaces outside the domicile, as well as land located in the urban area with a surface of over 1,200 sqm in urban areas and 2,500 sqm in rural areas, except the land enclosing the home and the adjacent yard.
B. Movable goods
1. More than one vehicle older than 10 years, with the right to circulate on public roads.
2. Vehicle with the right to circulate on public roads less than 10 years old, except those used and/or adapted for the transportation of persons with disabilities.
3. Motorboats, boats with an engine, yachts or other types of vessels, except those necessary for transport in the case of persons living in the area of the Danube Delta Biosphere Reserve.
C. Bank deposits
1. At least one family member holds, as owner, one or more bank deposits, the total amount of which is more than 3 times the value of the average gross salary specified in the State Social Insurance Law.

OWNING ONE OF THE MENTIONED GOODS LEADS TO EXCLUSION FROM GRANTING HEATING AID FOR THE HOME
