Procedure for issuing the urbanism certificate*

1. According to the provisions of art. 6 paragraphs (1) and (4) of the Law, the urbanism certificate is an information document regarding the legal, economic, and technical regime of the property, as well as the specific urban requirements of the location, determined in accordance with the provisions of approved and endorsed urban planning documents, a document which is issued, upon request, to any applicant - natural person or legal entity.

2. According to the Law, the urbanism certificate does not substitute for a building/demolition permit and does not confer the right to carry out construction works.

Declaration of acquisition of means of transport by natural person/legal entity*

In the case of acquiring a means of transport, the owner is required to submit a declaration to the local tax authority in whose territorial jurisdiction they have their domicile, headquarters, or place of business, as the case may be, within 30 days from the date of acquisition and owes tax on the means of transport starting from January 1st of the year following the registration or recording of the means of transport.

In the case of acquiring a means of transport on the basis of an invoice issued by an economic operator from Romania or another state, as well as in the case of acquiring a means of transport from a state other than Romania based on other documents issued from the country of origin, the acquiring owners declare to the local tax authority of their domicile the means of transport, attaching copies of the documents certified "True to the original", as well as with the mention "The attached documents are correct and complete, in accordance with reality", under the taxpayer's signature, and in the case of documents completed in a language other than Romanian, also copies of the documents translated into Romanian by an authorized translator. Granting child-raising allowance until the age of 2, or 3 in the case of a child with disabilities*

Issuance of certificate regarding the data entered in the Agricultural Register*

The agricultural register constitutes the official document of unified primary records, in which data is entered regarding population households and agricultural companies/associations, as well as any other natural and/or legal persons who own/use land and/or animals, namely:

a) the head of the household and its members, as applicable; the legal representative of the agricultural company/association or of the legal person who owns/uses land;

b) the lands they own or use, by categories of use and by land destination, intravilan/extravilan, areas cultivated with main crops and number of trees, by species;

c) the livestock, by species and categories, existing at the beginning of each year; the annual evolution of the numbers of cattle, pigs, sheep, goats, horses, donkeys, mules, domestic rabbits, fur animals, birds, bee families, as well as other domestic or wild animals raised in captivity, under the law, which are subject to registration in the agricultural register;

d) buildings existing at the beginning of the year within the locality;

e) means of transport with animal traction;

f) means of transport with mechanical traction, namely: tractors, vehicles for transporting goods, machinery and equipment for agriculture and forestry;

g) any other equipment, machinery, and installations/units for agriculture and forestry.

Removal from records of means of transport*

The tax on means of transport is owed for the entire fiscal year by the person who holds the ownership right over a means of transport registered or recorded in Romania as of December 31 of the previous fiscal year and ceases to be owed starting January 1 of the following fiscal year in the following situations:

a) transfer of the means of transport;

b) deregistration of the means of transport from circulation; or

c) deregistration of legal entity taxpayers from fiscal records, including from the Register provided at point 101, as a result of the issuance of a bankruptcy closure decision;

d) change of the taxpayer’s fiscal domicile to another administrative-territorial unit, in which case the taxpayer has the obligation to submit a fiscal declaration in this respect, both to the tax authority where they had the fiscal domicile and to the tax authority where they establish the new fiscal domicile, within 30 days from the occurrence of this situation.

Request for Extension of Urbanism Certificate*

For the extension of the validity of the urbanism certificate, a standard application (according to the Form - model F.7 -
APPLICATION for the extension of the validity of the urbanism certificate) must be filled out and submitted to the issuer, together with the original issued urbanism certificate. The application for
the extension of the validity of the urbanism certificate must be submitted 15 days before the expiration date of its validity.

Along with the submission of the application for the extension of the validity of the urbanism certificate, the applicant must provide proof of payment of the extension fee for
it.

Issuance of the certificate of fiscal attestation for legal entities regarding taxes, local taxes and other revenues owed to the local budget*

The procedure is addressed to legal entities that own immovable and/or movable property, have a qualified certificate with an extended electronic signature, and request the issuance of the tax attestation certificate.

The tax attestation certificate is issued by the local tax authority at the request of the taxpayer/payer. The certificate is also issued at the request of public authorities in the cases and under the conditions provided by the legal regulations in force, as well as at the request of the public notary, according to the delegation given by the taxpayer.

Article 23(1) Only agricultural or forestry tractors, trailers intended to be towed by them, trolleybuses, mopeds, and light quadricycles as provided in Regulation (EU) no. 168/2013 of the European Parliament and Council of January 15, 2013 regarding the approval and market surveillance for two or three-wheeled vehicles and quadricycles, approved according to the law, for which the Autonomous Authority "Romanian Auto Registry" has issued the vehicle identification card, self-propelled machines for which the Autonomous Authority "Romanian Auto Registry" has issued a technical certificate, as well as trams and animal-drawn vehicles, are registered at the level of the mayors of communes, towns, municipalities, and sectors of Bucharest Municipality.

Granting social assistance*

Social assistance is granted monthly, supplementing the net income of the family or single person, to ensure the guaranteed minimum income. For the amounts granted as social assistance, one of the major able-bodied persons in the family must perform, every month, actions or works of local interest for all family members, without exceeding the normal working schedule; failure to fulfill this obligation leads to the suspension of social assistance, and if this obligation is not fulfilled within 3 months from the suspension, the payment of social assistance ceases.

Granting educational incentive in the form of social vouchers for kindergarten*

Social tickets for kindergarten are granted to children from disadvantaged families who participate in activities organized within preschool education units and who are at risk of both dropping out and not attending preschool classes, due to limited access to economic resources and education.

The children who benefit from this incentive are those enrolled in a preschool education unit and who are in one of the following situations:

a) come from families who have established the right to family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and additions, regardless of whether the family is being paid this right or it is suspended;

b) are in the care of a person designated by the parent or guardian for the maintenance of the child during their absence, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of children's rights, republished, with subsequent amendments and additions, hereinafter referred to as the designated person, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

Registration/modification of data in the agricultural register*

The deadlines by which individuals and legal entities are required to declare the data for entry in the agricultural register are as follows:

a) between January 5th and the last working day of February, for the annual data regarding household members, land owned/used, buildings and means of transport with animal and mechanical traction, machines, equipment and installations for agriculture and forestry, the existing livestock in the household/legal entity unit at the beginning of each year, as well as any changes that occurred during the previous year in the livestock they possess, as a result of sale-purchase, offspring obtained, death or slaughter of animals, or other entries-exits;

b) between May 1st and the last working day of May, for data regarding the land use category, cultivated areas, and the number of fruit trees in the respective agricultural year;

c) individuals and legal entities are required to declare data, to be entered in the agricultural register, also outside the deadlines provided for in letters a) and b), within 30 days from the occurrence of any change.
