Persons classified as having a severe disability with a personal assistant are entitled to the employment of a personal assistant paid by the local public authorities, to facilitate equal opportunities, ensure an autonomous life, and promote social inclusion. The social benefits and vulnerable persons service is obliged to take the necessary measures to ensure the employment of personal assistants for all persons in need, classified as having a severe disability with a personal assistant, without any discrimination. The same service also monitors the activities of personal assistants.

To be employed as a personal assistant, the applicant must have their domicile or residence within the territory of the Gurahonț commune.

The allowance for raising children up to 2 years old, or up to 3 years old in the case of a child with a disability, is a form of support to which individuals are entitled who, in the last 24 months prior to the child’s birth, have earned income for 12 months from salaries, income from independent activities, income from agricultural activities subject to income tax according to Law no. 571/2003 regarding the Fiscal Code, with subsequent amendments and completions — taxable income, or have been in one or more of the situations called assimilated periods. Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided that the eligibility criteria are met.

ALLOWANCE FOR CHILD RAISING ACCORDING TO GEO 111/2010, amended by Law 66/2016, supplemented by Law 89/2019 from 02.05.2019.

The state allowance for children is granted to all children up to the age of 18, without discrimination. The state allowance for children is also granted to young people who have reached the age of 18 and are attending high school or vocational school courses, organized in accordance with the law, until they finish them, except for those who repeat the school year, except those who repeat for health reasons, proven by a medical certificate.

Children of foreign citizens and stateless persons residing, under the law, in Romania, who live together with their parents, are also entitled to the state allowance for children.

This right can be requested by either of the child's biological parents, as well as the person who has adopted a child, provided they meet the eligibility criteria.

The allowance for family support is a form of aid for families with low incomes, of up to 530 lei per family member, who are raising and caring for children up to 18 years old.

Granting the family support allowance aims to supplement the families' income in order to provide better conditions for raising and educating children, as well as to encourage school-age children from low-income families to attend courses of a form of education organized according to the law, as stated in art.1, para.2 of Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions.

If the family owns, rents, borrows, or holds in any other form at least one of the assets listed among those that lead to the exclusion from receiving social assistance, provided in art. 8, para. (2) and (3), of Law 416/2001 (Annex no. 3 of G.D. 778/2013), it is not entitled to the allowance.

For the extension of the validity of the building permit, a standard application (according to Form - model F.12 - APPLICATION for the extension of the validity of the building permit) must be completed and submitted to the issuer, accompanied by the original issued building permit. The application for the extension of the validity of the building permit must be submitted 15 days before the expiration of its validity date.

When submitting the application for the extension of the validity of the building permit, the applicant must provide proof of payment of the extension fee.

Eligible persons (have earned, for 12 months within the 2 years prior to the child's birth, income from salaries, income from independent activities, income from agricultural activities, or have been in one or more of the situations referred to as assimilated periods) who, during the period they are entitled to parental leave, obtain taxable income, are entitled to an insertion incentive amounting to 50% of the minimum monthly allowance for child raising.

For persons who obtain taxable income at least 60 days before the child reaches the age of 2 years, or 3 years in the case of a child with a disability, the insertion incentive is granted until the child reaches the age of 3 years, or 4 years in the case of a child with a disability.

Either of the child's natural parents, as well as the person who has adopted a child, may benefit from this right, provided they meet the eligibility criteria.

The procedure mentions that the owner of the car to be deregistered has storage space for it and it will not be parked on public property.

Necessary documents for issuing the urban planning certificate. Notes 1. According to the provisions of Article 6 paragraphs 1 and 4 of the Law, the urban planning certificate is an informational document regarding the legal, economic, and technical regime of the property, as well as the specific urban requirements of the site, determined in accordance with the provisions of approved urban planning documentation, a document which is issued, upon request, to any applicant—individual or legal entity. 2. According to the Law, the urban planning certificate does not replace the building/demolition permit and does not confer the right to carry out construction works.

It is granted for covering all or part of the expenses related to heating the home during the cold season.

Types of aids:

- aids for heating the home with thermal energy;

- aids for heating the home with natural gas;

- aids for heating the home with electric energy;

- aids for heating the home with solid or petroleum fuels.

Beneficiaries:

Families and single persons who meet the following conditions:

- actually reside at the address for which they request this aid, are registered in the property registry, and are considered when calculating the maintenance expenses of the home;

- earn incomes up to 1386 lei/family member in the case of families, or 2053 lei in the case of single persons;

- do not own goods included in the List of goods leading to exclusion from granting social aid;

- have the status of aid holder, status which can be found in the following situations:

· owner of the home;

· legal successor of the home owner;

· person who has alienated the home based on a sale-purchase contract with maintenance clauses or with habitation rights;

· holder of a lease, loan (comodat), or concession contract;

· another adult family member authorized by the home owner or by the holder of the lease contract;

· legal representative of the single person who does not have legal capacity (persons placed under interdiction, etc.)

Granting of the right

The aid for heating the home is granted based on an application-declaration on one's own responsibility, accompanied by supporting documents regarding the family composition, incomes realized in the month prior to submitting the application by its members, and the goods held, including in other administrative-territorial units. When calculating the net monthly income of the family or, as the case may be, of the single person, all incomes are taken into account, including those derived from state social insurance rights, unemployment insurance, allowances, allocations, and permanent aids, regardless of the budget from which they are supported, legal maintenance obligations, and other legal claims, except for amounts provided in art.8 para.1 of Law 416/2001 regarding the guaranteed minimum income.

Necessary documents:
- copies of the identity documents for all family members;

- copy of documents certifying the status of heating aid holder (ownership deed, lease contract, legal authorization, etc.);

- copies of the registration certificates of owned cars (where applicable);
- supporting documents regarding the incomes achieved in the month prior to submitting the application (salary certificate with specification YES/NO meal vouchers, holiday vouchers, pension coupons, unemployment coupons, etc.); for persons who have no income or their amount cannot be proven otherwise, a notarial declaration will be submitted for this purpose;

- certificate issued by the owners/tenants association regarding the number and names of persons actually living at the address where heating aid is requested (for applicants submitting the individual application);
- copy of the last natural gas/electricity bill (for persons requesting heating aid for gas or electricity).

Applications-declarations are submitted only once at the start of the season. A holder is legally entitled to only one heating aid, depending on the type of home heating (thermal energy, natural gas, electric energy, solid or petroleum fuels). In situations where families and single persons meet the criteria for granting heating aid, during the cold season, the granting of the heating aid is established starting with the month of submitting the application, if it is submitted by the 20th of the month. Single persons and families who own goods included in the list of those leading to exclusion from granting heating aid, provided in Annex no.4 to HG 559/2017, DO NOT benefit from heating aid for the home.

For the extension of the validity of the urbanism certificate, a standard application form (according to Form - model F.7 - APPLICATION for extension of the validity of the urbanism certificate) must be completed and submitted to the issuer, together with the original issued urbanism certificate. The application for extension of the validity of the urbanism certificate must be submitted 15 days before the expiry date of its validity.

Along with the submission of the application for the extension of the validity of the urbanism certificate, the applicant must provide proof of payment of the extension fee.
