Operational procedure regarding the recognition of the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad*

This procedure establishes the manner in which IOSUD - UO recognizes the doctoral diploma and the title of doctor in sciences or in a professional field, obtained abroad, in accordance with the provisions of OMENCȘ no. 5923/2016. This procedure respects the principles of legality, university autonomy, transparency, responsibility, and the current ethical and deontological norms.

The provisions of this procedure apply to all faculties and doctoral schools within the structure of the University of Oradea (UO) and, respectively, to Romanian citizens, citizens of the member states of the European Union, the European Economic Area, the Swiss Confederation, and citizens of third states who request recognition by IOSUD-UO of a doctoral diploma in sciences or in a professional field. The exercise of rights granted by the title of doctor in sciences and the occupation of a teaching position in the Romanian higher education system is carried out according to the legal norms in force.

The term for evaluation and preparation of the Acceptance or Rejection Report of the application by the Doctoral School Council, to which the applicant's doctoral field is affiliated, is 10 working days. The acceptance or rejection report of the application is approved by CSUD, within 5 working days from the receipt of the Report from the Doctoral School.

Operational procedure regarding the automatic recognition by the University of Oradea of teaching positions in university education obtained in accredited university institutions abroad*

The process of recognition / Working mode
From the university registry, the file is sent to the Vice-Rector responsible for academic management. At the proposal of the Vice-Rector responsible for academic management, the Administrative Council (CA) gives its opinion, and the Senate approves the composition of the Commission for the Recognition of academic titles/positions obtained in accredited foreign university institutions, composed of the Vice-Rector responsible for academic management, as President, two members, teaching staff with the title of professor or associate professor (it is recommended that one representative be designated by the Doctoral Studies Council and the head of the Quality Assurance Department), and one secretary. The secretary of the commission will be a legal adviser of the university, who will check and validate the file from the perspective of the legality of the submitted documents. Once the Recognition Commission is established, at the proposal of the Vice-Rector responsible for academic management, an Appeals Commission will also be established, composed of three members, teaching staff with the title of university professor, and two alternate members for the two commissions. The Appeals Commission and the alternate members will be endorsed/approved together with the Recognition Commission. The Recognition Commission will prepare the Report regarding the acceptance/rejection of the request, in which the result of the evaluation is motivated. The deadline for analysis and evaluation of the file is 30 days from the issuance of the decision to appoint the commissions mentioned above, not including the period for appeals and their resolution. The University of Oradea, as a public law higher education institution, according to legal norms, based on the Report submitted by the Recognition Commission, endorses in the Administrative Council meeting and the Senate approves the final solution regarding the recognition/non-recognition of the academic position.

The decision of recognition or non-recognition is issued, following the pronouncement of the final solution, by the Rector of the University of Oradea.
