Botosani Pharmacists’ College*

The membership certificate is granted to pharmacists who, upon making an explicit request in this regard, meet the following conditions:

- hold an official qualification in pharmacy,

- are not found in any of the cases of unworthiness or incompatibility provided by law,

- are medically fit to practice the profession of pharmacist, - have not interrupted the practice of the profession for more than 5 years or have obtained their bachelor’s degree in the last 5 years,

- have paid the registration fee - amounting to 10% of the minimum wage.

To proceed with the issuance of a duplicate Certificate of Membership of the College of Pharmacists of Romania, the applicant must submit the complete documentation at the headquarters of the College of Pharmacists Botosani, in accordance with the provisions of Decision no. 4/2004 of the National Council of the College of Pharmacists of Romania.

• Chap. II Provisions regarding the practice of the pharmacist profession on the territory of Romania by pharmacists who are citizens of an EU member state, a state belonging to the EEA or the Swiss Confederation

According to:

Art. 563 -The profession of pharmacist is practiced on the territory of Romania, under the conditions of this law, by natural persons holding an official pharmacy qualification, as follows:

a) citizens of the Romanian state;

b) citizens of an EU member state, a state belonging to the EEA or the Swiss Confederation;

c) the spouse of a Romanian citizen, as well as direct descendants and ascendants who are dependent on a Romanian citizen, regardless of their citizenship;

d) family members of a citizen of one of the states mentioned in letter b), as defined by Art. 2 para. (1) point 3 of the Government Emergency Ordinance no. 102/2005 regarding the free movement on the territory of Romania of citizens of EU and EEA member states and of citizens of the Swiss Confederation, republished, with its subsequent amendments and completions;

e) third-country citizens who are beneficiaries of permanent resident status in Romania;

f) beneficiaries of long-term resident status granted by one of the states mentioned in letter b).

2. For pharmacists who are citizens of third countries

Required documents:

• Letter issued by the Ministry of Education and Research – National Center for Recognition and Equivalence of Diplomas (CNRED) recommending the completion of an internship in a public or hospital pharmacy, approved by the College of Pharmacists of Romania;

• Certificate of completion of the entire internship, in a public or hospital pharmacy;

• Copy of bachelor's degree;

• Copy of identity document;

• Internship record book stamped and signed by the territorial College, where the pharmacy at which the internship was conducted is located.

3. Verification of language skills

According to Art. 585^1*):

(4) The College of Pharmacists of Romania may verify language skills only after the European professional card for pharmacists is issued according to EU rules or, as appropriate, only after the recognition of the professional qualification of the pharmacist concerned.

When assessing language skills, the College of Pharmacists of Romania will take into account the duration of the activity to be carried out.

Proof of language skills can be provided with a language competence certificate.

DECISION

Regarding the Current Professional Certificate, we would like to make the following clarifications:
for the amendment of Decision of the National Council of the College of Pharmacists of Romania
no. 1/2007 regarding the preparation and issuance of the current professional certificate

Pursuant to art. 589 letter c) of Law no. 95/2006 regarding health sector reform, republished, with subsequent amendments and additions, as well as art. 2 para. (2) and art. 15 of the Rules regarding the preparation, issuance, and use of certificates of honorability and professional morality for doctors,
dental doctors and pharmacists, approved by Government Decision no. 1,464/2006, the National Council of the College of Pharmacists of Romania d e c i d e s:
Article I
The Decision of the National Council of the College of Pharmacists of Romania no. 1/2007 regarding the preparation and issuance of the current professional certificate, published in the Official Gazette of Romania, Part I, no. 324 of May 15, 2007, with subsequent amendments, is amended as follows:
1. In Article 3, paragraph (2) shall read as follows:
(2) Within a maximum of 10 calendar days from receiving the application, the College of Pharmacists of Romania will prepare the Current Professional Certificate and transmit it to the territorial college.
2. Article 4 shall read as follows:
Article 4
To obtain the Current Professional Certificate, the pharmacist shall submit or send electronically to the territorial college where they are a member, the standard application, as well as the following documents, if these have not already been submitted and registered with the territorial college where they are a member:
a)copy of the bachelor's degree;
b)copy of the membership certificate of the College of Pharmacists of Romania;
c)copy of the identity card, applicant's passport, other identity documents;
d)copy of documents regarding obtained specialties;
e)proof of payment of the certificate issuance fee.
3. In Article 5, paragraph (2) is repealed.
4. Annexes no. 2 and 3 are repealed .
Article II
This decision enters into force on January 1, 2024.
Article III
This decision is published in the Official Gazette of Romania, Part I.

In accordance with the provisions of Pharmacy Law no. 266/2008 in the consolidated form as published in O.G. no. 448/30.06.2009 Part I, as well as the Rules for implementation published in O.G. no. 538/03.07.2009 Part I, pharmacists who will hold the position of chief pharmacist in a pharmaceutical unit (in cases of new pharmaceutical units being established, as well as changes of chief pharmacist - for those who will take over the position), shall address the county colleges for obtaining the Current Professional Certificate.

The methodology for preparing and issuing the Current Professional Certificate was established by Decision of the National Council of C.F.R. no. 1/2007, decision published in the Official Gazette of Romania Part I no. 324 of 15.05.2007.

Below we present the main provisions of Decision no. 1/2007, as follows:

- The Current Professional Certificate shall be prepared by the College of Pharmacists of Romania and issued by the territorial college where the applicant is registered;

- The validity of the Current Professional Certificate is 3 months from the date of issue;

- Within a maximum of three days from receiving the request for issuance of the Current Professional Certificate, the territorial college shall transmit to the College of Pharmacists of Romania the standard application for the preparation and issuance of the document;

- Within a maximum of 30 days from receiving the application, the C.F.R. shall prepare the certificate and send it to the territorial college;

- The Current Professional Certificate shall be issued by the College of Pharmacists of Romania, which shall prepare it and transmit it to the territorial college;

- The territorial college shall prepare a Register of records – with the identification data of the Current Professional Certificates issued to pharmacists in that county – and will deliver them to applicants with a receipt signature.

The issuance fee for the Current Professional Certificate, in the amount of 150 lei, shall be paid into the account of the territorial college.

The suspension of membership is done when the applicant, the pharmacist, for certain reasons wishes to interrupt their activity for a certain period of time and submits to the headquarters of the territorial College a request to suspend their membership. At the time of requesting this suspension, the pharmacist must have paid the membership fee up to the end of the year and must fulfill the condition of continuous professional development by completing 40 EFC hours for the respective period. To support their request, they must also attach the following documents listed below:

The pharmacist undertakes to inform the College of Pharmacists of Romania within 30 days of resuming activity.

The transfer note is issued by the college where the pharmacist is registered, based on a request. Before issuing the transfer note, the requesting pharmacist is obligated to pay up to date the dues owed to the college from which they wish to leave. The transfer note will be handed, under signature, to the applicant. In the register of pharmacists, the college to which the pharmacist has transferred will be mentioned. If at the level of the college from which the pharmacist is transferring a complaint has been filed against them or a disciplinary investigation has been initiated, the complaint or the disciplinary file will be transmitted to the college to which the pharmacist is transferring.

The resumption of membership is done based on a request, which the applicant, the pharmacist, submits at the headquarters of the Territorial College, respectively the Botosani College of Pharmacists, through which they request the resumption of membership starting from a certain date.
