The Social Assistance Directorate of the Municipality of Pitesti*

The state allowance is granted for all children up to 18 years old, Romanian citizens and children who are foreign citizens and of stateless persons, residents, under the law, in Romania, if they live together with their parents.

In the case of young people who have turned 18 years old and are attending high school or vocational education organized under the law, the state allowance is granted until they complete these studies.

This operational procedure is based on the obligations of parents who are about to leave/are working abroad, according to the provisions of Law no. 272/2004 on the protection and promotion of children's rights, republished, with subsequent amendments and completions, to notify this intention to the public social assistance service at their place of residence, at least 40 days before leaving the country. This notification will obligatorily include the designation of the person responsible for the care of the child during the absence of the parents or guardian, as applicable.

This procedure describes the conditions under which adults classified with severe disability, their legal representatives, as well as the parents of minors classified with severe disability or their legal representatives opt to receive an allowance whose amount is equal to the net salary of the personal assistant grade 0, established according to the legal provisions regulating the salary level of personnel paid from public funds.

The state allowance is granted for all children up to 18 years old, Romanian citizens, and children who are foreign citizens and persons without citizenship, residents, under the law, in Romania, if they live together with their parents.

For young people who have turned 18 years old and who are attending high school or vocational education organized under the law, the state allowance is granted until graduation.

According to Government Emergency Ordinance 111/2010, the child-raising allowance up to 2 years of age may be optionally granted to either of the child's biological parents, if they have earned professional income subject to income tax for 12 successive or consecutive months in the last 24 months (prior to the child's birth), in accordance with Law no. 571/2003, as subsequently amended and supplemented, meaning: income from salaries, income from independent activities, income from agricultural activities, etc.

This procedure involves the preparation of the report attached to the form submitted by the citizen, for Seasonal Work Abroad or the Foreign Household Expense Deduction form, as applicable, and the application of the mayor's signature and stamp from the locality of residence.

Procedure description

THE MINIMUM INCLUSION INCOME (VMI) represents a social assistance benefit granted to families and single persons in situations of difficulty, for the purpose of preventing and combating poverty and the risk of social exclusion.

The minimum inclusion income (VMI) represents a unique social assistance program, created to help vulnerable individuals and families overcome the financial obstacles they face and improve their lives.

The minimum inclusion income (VMI) is a benefit provided under Law no. 196/2016 regarding the minimum inclusion income and has two components:

1. Support for inclusion

Aims to prevent and combat poverty and the risk of social exclusion and replaces the previously granted social aid for ensuring the guaranteed minimum income.

2. Support for families with children

Granted to families with dependent children up to the age of 18 and aims to prevent poverty and encourage the active participation of children in education, replacing the family support allowance.

A. Real estate

1. Buildings, other housing spaces outside the domicile, as well as plots of land located inside city limits exceeding 1,200 sqm in urban areas and 2,500 sqm in rural areas, except for the land surrounding the home and its adjoining yard.

B. Movable goods

1. More than one vehicle older than 10 years, with the right to circulate on public roads.
2. A vehicle with the right to circulate on public roads less than 10 years old, except for those used and/or adapted for the transport of persons with disabilities.
3. Motorboats, motorboats, yachts or other types of boats, except those necessary for transport for persons living in the Danube Delta Biosphere Reserve area.


C. Bank deposits

1. At least one of the family members holds, as account holder, one or more bank deposits, whose total sum is more than 3 times the value of the average gross salary provided by the social insurance law.

OWNERSHIP OF ANY OF THE ABOVE-MENTIONED GOODS LEADS TO EXCLUSION FROM THE GRANTING OF THE MINIMUM INCLUSION INCOME

According to Law no. 226/2021 regarding the establishment of social protection measures for the vulnerable energy consumer and the Methodological norms of application approved by HGR no. 1073/2021, receive heating aid for the home during the cold season to cover all or, as the case may be, part of the expenses for heating the home, as well as an energy supplement throughout the year, vulnerable consumers who meet the conditions.

The heating aid for the home is granted for a single system used for heating the home, during the cold season, declared by the single person, or a family member with full capacity to exercise civil rights, who becomes the beneficiary of the aid.

Also, the heating aid is granted only for a single home, that is, the domicile or, as the case may be, the residence. The aids provided are granted based on an application and a declaration on one's own responsibility accompanied compulsorily by documents justifying the family composition, the incomes obtained by its members as well as documents proving the home or the goods held by them.

In the application and declaration on one's own responsibility, the applicant for heating aid and energy supplement is required to mention the composition of the family, the incomes received, identification data of the supplier, client code and consumption place, goods owned, rented, under concession, loaned or held in any other form, included in the list of goods that lead to exclusion from granting heating aid for the home. Persons requesting thermal energy aid are required to specify the number of rooms in the home.

The net monthly average income up to which heating aid is granted is 1,386 lei/person, in the case of families, and 2,053 lei, in the case of single persons.

Families and single persons who own at least one of the goods listed below do not benefit from heating aid for the home​

A. Immovable goods

1. Buildings, other living spaces outside the domicile, as well as land located in the urban area with a surface of over 1,200 sqm in urban areas and 2,500 sqm in rural areas, except the land enclosing the home and the adjacent yard.

B. Movable goods

1. More than one vehicle older than 10 years, with the right to circulate on public roads.
2. Vehicle with the right to circulate on public roads less than 10 years old, except those used and/or adapted for the transportation of persons with disabilities.
3. Motorboats, boats with an engine, yachts or other types of vessels, except those necessary for transport in the case of persons living in the area of the Danube Delta Biosphere Reserve.


C. Bank deposits

1. At least one family member holds, as owner, one or more bank deposits, the total amount of which is more than 3 times the value of the average gross salary specified in the State Social Insurance Law.

NOTE

OWNING ONE OF THE MENTIONED GOODS LEADS TO EXCLUSION FROM GRANTING HEATING AID FOR THE HOME

This procedure establishes the way in which social investigations are conducted and service plans are prepared for preventing the separation of children from parents and their inclusion in specialized recovery programs.It also describes the responsibilities and methodology for the public institution to ensure that the provision of services takes place under controlled conditions, that the processes carried out achieve planned results, and that services are provided that meet applicable legal and regulatory requirements, as well as the needs and expectations of its beneficiaries.

This procedure establishes the monitoring of compliance with the visitation schedule set for the parent at whose home the child does not reside. The procedure describes the responsibilities and methodology for the public institution to ensure that service provision takes place under controlled conditions, that the processes carried out achieve planned results, and that services are provided which correspond to applicable legal and regulatory requirements, as well as to the needs and expectations of its beneficiaries.

This operational procedure aims to prepare social inquiries for individuals requesting the issuance/renewal of the certificate of classification as disabled, admission to care centers and medico-social centers, or inquiries requested by the Medical Expertise and Work Capacity Recovery Commission

The granting of the minimum inclusion income - the child support component aims to supplement the incomes of families in order to ensure better conditions for the growth, care, and education of children, as well as to encourage school-aged children from low-income families to attend an educational form organized according to the law.

Beneficiaries:
Families that include children up to the age of 18 and meet the following conditions:

- reside in the Pitești Municipality;

- the adjusted net income is up to 880 lei/month;

- do not own assets included in the List of assets that lead to the exclusion from the granting of the minimum inclusion income;

- school-aged children attend, without interruption, courses of a form of education organized according to the law, except for those who interrupt for medical reasons, and do not record unjustified absences during a semester that would lead to a decrease of the conduct grade below 8.

2. Vehicle with the right to circulate on public roads less than 10 years old, except those used and/or adapted for the transport of persons with disabilities.
3. Launches, motor boats, yachts, or other types of vessels, except those necessary for transport in the case of people living in the Danube Delta Biosphere Reserve area.


C. Bank deposits

1. At least one family member holds, as account holder, one or more bank deposits, the total amount of which is more than 3 times the value of the average gross salary set by the Social Security Law.
