Procedure regarding the recruitment, evaluation, training, certification, and employment of professional maternal assistants*

The professional maternal assistant is the natural person, certified under the law, who by carrying out their activity at their home ensures the upbringing, care, and education necessary for the harmonious development of the children they receive in placement.

Who can be a professional maternal assistant?

A person can be a professional maternal assistant if they:

-have at least 10 grades

-aged between 25 - 52 years, at the time of evaluation

-have full legal capacity, and by their behavior in society, state of health, and psychological profile, provide guarantees for the correct fulfillment of the obligations that fall to a parent, related to theirs;

-have at their disposal a home that covers the needs of food preparation, hygiene, education, and rest for its users, including for the children to be received in placement;

-have the consent of the entire family living together, to receive and care for a child in their home;

-the person who carries out a salaried activity, only on the condition of terminating the individual employment contract on the basis of which the respective salaried activity is carried out

Cannot be a professional maternal assistant

-the person who has been convicted by a final court decision, for deliberately committing a crime;

-the parent deprived of parental rights or whose child has been declared abandoned by final court decision

-the person suffering from chronic communicable diseases

How can you become a professional maternal assistant?

Persons residing in Arad county interested in becoming a professional maternal assistant should contact for more information the Child Case Management Service – Maternal Assistance within Arad DGASPC, str. Iustin Marsieu no. 22 A, ground floor, room 7, tel. 0257/250325 where they will submit an evaluation request accompanied by the documents mentioned below.

Following the submission of the evaluation request, the applicant's capacity to care for children will be evaluated. This evaluation can last a maximum of 90 days and during this period the applicant and their family members will be involved in various activities.

The evaluation procedure of the applicant and their family includes 2 stages:

-initial evaluation stage

-training stage

The certificate is issued by the Arad Child Protection Commission and is valid for 3 years.

RECRUITMENT, EVALUATION, TRAINING, CERTIFICATION AND EMPLOYMENT OF MATERNAL ASSISTANTS*

The maternal assistant is the natural person, certified under the conditions of this ordinance, employed by the general directorate of social assistance and child protection, who provides at their own home or, as the case may be, at their residence, the upbringing, care, and education of the child during the application of the placement special protection measure, emergency placement for the child temporarily or permanently separated from their parents or, as the case may be, during the respite period of another maternal assistant.

The applicant for the maternal assistant certificate submits the Evaluation Request for the issuance of the maternal assistant certificate (Annex 2 Form, O 1142/2024) to the institution's secretariat, where it is registered and the deputy general director of social assistance assigns it for evaluation according to the applicant's domicile.

To streamline the activity, each team of specialists is assigned a specific area of the county and municipality in which they carry out their activity.

The evaluation of the applicant is carried out by a team of specialists consisting of a social worker and a psychologist, and other specialists may also be involved if necessary at the recommendation of the designated social worker case manager for the maternal assistant MCAM by order of the deputy general director of social assistance, Maternal Assistant Case Manager Order (DMC). The members of the evaluation team prepare the Final Evaluation Report (Annex 8 Form, O 1142/2024)

The maternal assistant case manager takes over the request and file assigned by the deputy general director of social assistance and registers the documents in the In-Out Register (RII) of the department, then types up the Maternal Assistant Case Manager Order and forwards it for approval.

After receiving the request and verifying the documents submitted to the file, the case manager for AM (MCAM) begins the process of evaluating the applicant and his/her family.
