Request for issuing certificate requested by former employees of the Bistrița-Năsăud County Council within 3 years from the termination of the employment relationship/individual labor contract*
This procedure regulates the manner of submitting online requests by persons whose mandate/employment relationship/individual employment contract/management contract with the local public authority - Bistrița-Năsăud County Council ended 3 years ago, for the issuance of requested certificates attesting a right or a fact, namely the period of activity carried out within the authority, duration of activity, length of service, length of service in the field of studies, length of service in professional rank, and monthly salary.
Notes
According to art. 7 para.(6) of Government Decision no. 905/2017 regarding the general register of employee records, the resolution term is:
"(6) At the written request of the employee or a former employee, employers are obliged to issue an extract from the register, dated and certified for conformity, or a certificate attesting the activity carried out by the person, the duration of the activity, salary, length of service and in the field of specialization, as it results from the register and the personal file, within a maximum of 15 days from the date of the request."
The same resolution term applies to persons who were appointed to public positions during the service relationship within the Bistrița-Năsăud County Council, based on the provisions of art. 367 of the Government Emergency Ordinance no. 57/2019 regarding the Administrative Code, with subsequent modifications and additions.
Type of electronic signature
A qualified electronic signature is understood as an advanced electronic signature that is created by a qualified electronic signature creation device and is based on a qualified certificate for electronic signatures according to the definitions provided in art.3 of EU Regulation no. 910/2014 of the European Parliament and of the Council of 23 July 2014 on electronic identification and trust services for electronic transactions in the internal market and repealing Directive 1999/93/EC. The type of electronic signature applicable by individuals or legal entities for requests submitted online through the PCUe platform is the qualified electronic signature. If the applicant does not hold a qualified electronic signature, the request will be sent in original by post or submitted directly at the registry of the Bistrița-Năsăud County Council.

Request for issuance of certificate from the archive of the Bistrița-Năsăud County Council*
This procedure regulates the method of submitting online requests for issuance of certificates from the archive of Bistrița-Năsăud County Council, according to the provisions of Art. 29 of the National Archives Law no. 16/1996, republished, Art. 44 of the Instructions regarding archiving activity at creators and holders of documents, approved by the leadership of the National Archives through Order no. 217/1996, and Art. 3 of Government Ordinance no. 33/2002 regarding the regulation of issuance of certificates by central and local public authorities.
Clarifications
The resolution term according to Art. 8 paragraph (1) of Government Ordinance no. 27/2002 regarding the regulation of the activity of solving petitions, with subsequent amendments and completions is: "The public authorities and institutions notified are obliged to communicate to the petitioner, within 30 days from the date of registration of the petition, the answer, regardless of whether the solution is favorable or unfavorable."

Submit petition*
This procedure regulates the method of online submission of petitions addressed to the Bistrița-Năsăud County Council, according to the provisions of Government Ordinance no.27/2002 on regulating the activity of resolving petitions, with subsequent amendments and completions.
Petition means the request, complaint, notification, or proposal submitted in writing or by electronic mail, that a citizen or a legally constituted organization may address to central and local public authorities and institutions, decentralized public services of the ministries and other central bodies, national companies and corporations, companies of county or local interest, as well as autonomous regies, hereinafter referred to as public authorities and institutions according to art.2 of Government Ordinance no.27/2002 on regulating the activity of resolving petitions, with subsequent amendments and completions.
Clarifications:
Resolution deadlines according to art.8 and art.9 of Government Ordinance no. 27/2002 on regulating the activity of resolving petitions, approved by Law no. 233/2002, with subsequent amendments, are:
“Art.8 (1) The notified public authorities and institutions have the obligation to communicate to the petitioner, within 30 days from the date of registration of the petition, the response, whether the solution is favorable or unfavorable.
(2) For resolving petitions transmitted, according to art. 6^1, from other public authorities or institutions, the 30-day term runs from the date of registration of the petition at the competent public authority or institution.
Art.9 In situations where the aspects reported by the petition require more thorough information and investigation, the head of the public authority or institution may extend the deadline provided in art. 8 by a maximum of 15 days, and in the field of energy and natural gas, the deadline may be extended by up to 30 days, with prior notification of the petitioner.”

Submission of recommendations according to Law no.52/2003*
This procedure regulates the way of submitting proposals/suggestions/opinions of a recommendatory nature regarding normative acts subject to public consultation, by using the online services within the "Single Electronic Contact Point" (PCUe) platform of the National e-Governance Electronic System.
Specifications
In accordance with the provisions of art.7 para.(1) of Law no.52/2003, in the procedures for drafting normative act projects, the Bistrița-Năsăud County Council has the obligation to publish an announcement regarding this action on its own website, to display it at its headquarters in a space accessible to the public, and to send it to the local media, as the case may be.
Upon publishing the announcement, a period of at least 10 calendar days is set for receiving proposals, suggestions, or opinions regarding the normative act projects subject to public consultation.
The proposal, suggestion, or opinion (hereinafter referred to as recommendation) regarding the normative act project subject to public debate is recorded in a register, stating the date of receipt, the person, and the contact details from whom the recommendation was received.
The interested persons/organizations submitting recommendations regarding the normative act project subject to public debate must specify the article or articles in the normative act project to which they refer, stating the date of submission and the sender's contact details.

Request for issuance of copies of documents held in the archive of the Bistrița-Năsăud County Council*
This procedure regulates the method of submitting online requests for issuing copies of documents held in the archive of Bistrița-Năsăud County Council, according to the provisions of art. 29 of the National Archives Law no.16/1996, republished, and art. 44 of the Instructions regarding the archival activity at document creators and holders, approved by the National Archives management by Order of the Day no. 217/1996.
Resolution term according to Art. 8 (1) of Government Ordinance no. 27/2002 regarding the regulation of petition settlement activity, with subsequent amendments and completions, is: "The notified authorities and public institutions are obliged to communicate to the petitioner, within 30 days from the date of registration of the petition, the response, regardless of whether the solution is favorable or unfavorable."
Charged fees
The costs related to the services for copying the requested documents (if copies in written format are requested) can be paid: in cash, by bank transfer, by bank cards, and through other payment systems, according to the legal provisions in force. The account in which the payment will be made is: RO89TREZ10121160250XXXXX.
The copying fee established according to the Decision of Bistrița-Năsăud County Council no. 148 of 19.12.2019 regarding tariffs for the identification and release of copies of documents created and managed by Bistrița-Năsăud County Council, for the year 2020, is as follows:
- Simple copy of documents created and managed by the institution:
- A4 format - 1 leu/page;
- A3 format - 2 lei/page;
- Copies certified according to the document created and managed by the institution on which the “certified true copy” stamp has been applied
- A4 format - 2 lei/page;
- A3 format - 3 lei/page;
The copying rates for other documents that require larger sizes will be based on the A4 format, relative to which the copied area of the A4 format will be calculated and charged.

In case the release of copies of documents from the professional files kept in the county council archive is requested, the type of electronic signature applicable for requests sent online is the qualified electronic signature.
If the applicant does not have a qualified electronic signature, documents will be released only after receiving the original request by mail or directly at the registry of the Bistrița-Năsăud County Council.

Request regarding the completion of the internship within the undergraduate or master's degree programs*
This procedure regulates the method of submitting online requests regarding the completion of internships within bachelor’s or master’s degree programs according to Order no. 3955/2008 of the Ministry of Education, Research and Youth regarding the approval of the General Framework for the organization of internships within bachelor’s and master’s degree programs and the Framework Agreement regarding the completion of internships within bachelor’s or master's degree programs, within the Bistrița-Năsăud County Council.
Clarifications
The deadlines for resolution according to art.8 para.(1) and art.9 of Government Ordinance no. 27/2002 regarding the regulation of petition handling activity, amended and supplemented by Law no. 233/2002 for the approval of Government Ordinance no. 27/2002 regarding the regulation of petition handling activity are: “art.8(1) The notified authorities and public institutions are obliged to communicate to the petitioner, within 30 days from the date of petition registration, the answer, regardless of whether the solution is favorable or unfavorable. art.9 If the matters raised by the petition require more detailed investigation, the head of the authority or public institution may extend the deadline provided for in art. 8 by no more than 15 days.”

Request for public interest information in accordance with the provisions of Law no.544/2001 regarding free access to public interest information*
This procedure regulates the method of submitting online requests for access to information of public interest, according to the provisions of Law no. 544/2001 regarding free access to information of public interest, within the Bistrița-Năsăud County Council.
Specifications:
The deadlines for resolving requests, according to Law no. 544/2001 regarding free access to information of public interest, are found in ART.7:
"(1) Public authorities and institutions have the obligation to respond in writing to requests for information of public interest within 10 days or, as the case may be, within a maximum of 30 days from the registration of the request, depending on the difficulty, complexity, volume of documentary work and the urgency of the request. If the time required to identify and communicate the requested information exceeds 10 days, the response will be communicated to the applicant within a maximum of 30 days, provided that he/she is notified in writing of this within 10 days.
(2) The refusal to provide the requested information must be justified and communicated within 5 days from the receipt of the petitions.
