Granting emergency financial aid*

Emergency aid is granted to families or individuals who are in situations of necessity due to natural disasters, fires, accidents, the burial of persons without legal supporters, as well as other exceptional situations established by law.

Emergency aid (depending on the situation) is granted in cash based on the Mayor's Decision to grant emergency aid, which is based on the written request of a family member or the single person, as well as the social inquiry conducted by the staff of the Social Benefits Office within the Dorohoi Social Assistance Directorate, certifying the situations of necessity or, as the case may be, the exceptional situations in which the families or single persons find themselves.

The necessary funds for the payment of emergency aid are covered from local budgets.

Granting heating aid*

The heating aid for the home and the energy supplement are granted based on the applicant's request and their own statement regarding the family composition and income, accompanied by supporting documents.

The request is submitted by the holder of the heating aid for the home and the energy supplement, who can be

  • the owner of the home
  • the person who transferred ownership of the home based on a contract with a maintenance clause;
  • the holder of the rental contract;
  • another adult family member legally authorized by the owner/holder of the rental contract;
  • legal representative for single persons who have not reached 18 years of age.



In the situation where vulnerable consumers meet the eligibility conditions during the cold season, the right to heating aid for the home is established, by decision of the mayor, as follows:

  • starting with the month of application submission, for those who submitted the documents by the 20th of that month;
  • starting with the following month, for those who submitted the documents after the date mentioned at letter a
  • When establishing the net monthly income of the family or, as the case may be, of the single person, all income earned by family members in the month prior to the one in which the right to heating aid is requested is taken into account, including those from state social insurance rights, unemployment insurance, allowances, permanent benefits and aids, regardless of the budget from which they are covered, legal maintenance obligations and other legal claims.

Granting funeral aid for beneficiaries of guaranteed minimum income*


Funeral assistance
is granted based on Law no. 416/2001 regarding the guaranteed minimum income, in case of the death of a person from families receiving social aid or of a single person receiving social aid (the mayor may decide to grant assistance representing part of the funeral expenses).

Access/provision of social services within the day center for Jurjac children*


The day center has as its mission the prevention of child abandonment and institutionalization by providing, during the day, care, education, recreation-socialization activities, counseling, development of independent living skills, school and career guidance, etc. for children, as well as support, counseling, education activities, etc. for parents or legal representatives, as well as other persons caring for children.
The services offered by the "Jurjac" day center are complementary to the efforts and endeavors of the child's own family, as they arise from parental obligations and responsibilities, as well as to the services provided by educational institutions and other service providers, according to the individual needs of the child in his or her socio-family context.

The monthly allowance for child raising*

The monthly allowance for child raising is granted in accordance with the provisions of GEO no. 111/2010 on leave and the monthly child-raising allowance, with subsequent amendments and completions, and the METHODOLOGICAL RULES for the application of the provisions of GEO 111/2010.

BENEFICIARIES:

  • Either of the child's biological parents;
  • The person who has adopted the child;
  • The person to whom the child has been entrusted for adoption;
  • The person who has the child in foster care or in emergency foster care;
  • The professional maternal assistant, only for their own biological or adopted children;
  • The person who has been appointed as the child's guardian.

The beneficiaries must have earned income from salaries and salary-like activities, income from independent activities, income from agricultural, forestry, and fishery activities, subject to income tax, or must meet one or more of the conditions listed below, for the period of 12 months in the last 2 years prior to the birth of the child or, as the case may be, for the period of 12 months in the last 2 years prior to the date on which the adoption was approved, trust was granted, or foster care or guardianship was established:

  • are within the 60-day period from graduation of full-time pre-university/university studies, organized according to the law, with bachelor’s/graduate/diploma examination, for the purpose of employment/continuing studies/entering unemployment, according to the law.
  • have accompanied their spouse sent on permanent mission abroad;
  • have received unemployment benefits, granted in accordance with the law;
  • have received health insurance leave and allowances, according to the law;
  • have completed periods recognized as contribution periods in the public pension system under the conditions provided in art. 38 para. (1) of Law no. 19/2000 on the public pension system and other social insurance rights, with subsequent amendments and completions;
  • have completed contribution periods in the public pension system under the conditions provided by special regulations governing collective redundancies;
  • have completed, in the public pension system, before the entry into force of GEO no. 44/2006, contribution periods based on social insurance contracts;
  • have benefited from the monthly allowance for child raising up to the age of 2, or up to the age of 3 in the case of a child with a disability; have received disability pensions;
  • have taken unpaid leave to attend training and professional development courses initiated by the employer or with the employer’s consent, organized under the law;
  • have worked under an individual employment contract abroad, based on bilateral government agreements concluded by Romania with other states, during part of the 12 months preceding the child’s birth;
  • are in a period of temporary interruption of activity, at the initiative of the employer, without termination of the employment relationship, for economic, technological, structural, or similar reasons, according to the law;

Guaranteed minimum income*
Families and single persons whose incomes are below the monthly level of the guaranteed minimum income, established by emergency ordinance, are entitled to social assistance.
The amount of social assistance is determined as the difference between the level of the guaranteed minimum income and the net monthly income of the family or single person.
The monthly amount of the Guaranteed Minimum Income (GMI) is determined by reference to the social reference indicator (SRI) whose value is established by law at 598.019 LEI.

Allowance for nannies*

You may benefit from the financial assistance for the payment of nanny services, as provided by LAW no. 35 of March 31, 2020 (hereinafter referred to as financial assistance), within the limits of the annual budgetary funds approved for this purpose, if you have preschool-aged children in your care, whose incomes are up to 3,500 lei per family member and who are in one of the following situations:

  1. a)is the parent with whom the child permanently resides;
  2. b)has the status of legal representative of the child and is responsible for raising and caring for them;
  3. c)is the person designated by the parent for the care of the child during the parents' absence, pursuant to the provisions of art. 104 of LAW no. 272 of June 21, 2004 on the protection and promotion of the rights of the child, republished, with subsequent amendments and additions.

Eligibility criteria:

The financial assistance is granted monthly, for each preschool-aged child.

When determining the average net monthly income, the average net income earned by the beneficiary in the last 6 months prior to applying for the financial assistance is taken into account, in accordance with art. 8 para. (1) of LAW no. 416 of July 18, 2001 regarding the guaranteed minimum income, with subsequent amendments and additions.

In order to benefit from the financial assistance, the persons provided for in art. 1 must cumulatively meet the following conditions:

  1. a)to be a Romanian citizen domiciled in the municipality of Dorohoi, a citizen of another state or stateless, domiciled in Romania, under the conditions provided by the legislation in force;
  2. b)are employed under an individual employment contract or based on a service relationship, carry out independent activities, obtain income from intellectual property rights, income from agricultural, forestry or fishery activities, or hold a public office or an assimilated position.

Persons who do not meet the conditions provided for in para. (1) letter b) may also benefit from the financial assistance if they cumulatively meet the following conditions:

  1. a)are registered unemployed receiving benefits or are registered with the county employment agency as job seekers at the date of the application;
  2. b)have not refused more than two job offers from the county employment agency.

The granting of the financial assistance is made only for the child who is not enrolled in an accredited nursery/kindergarten (public/private) or for whom the applicant has not refused a place at an accredited nursery/kindergarten (public/private) within the municipality or has not withdrawn the child from an accredited nursery/kindergarten (public/private).

The financial assistance is granted on the basis of an application (according to the annex) and supporting documents certifying the fulfillment of the conditions provided in this methodology regarding the granting of financial assistance to families for the payment of nanny services.

Admission within the Day Center for Elderly Persons (Club type)*

The social service "Day Center for Elderly Persons" operates in compliance with the provisions of the general framework for organizing and functioning of social services regulated by Law no. 292/2011, with subsequent amendments, Law 17/2000 regarding social assistance for elderly persons, republished, with subsequent amendments and completions.

Applicable minimum quality standard: Order no. 29/2019 for the approval of the Minimum Quality Standards for the accreditation of social services intended for elderly people, homeless people, young people who have left the child protection system, and other categories of adults in difficulty, as well as for community services, services provided in an integrated system and social canteens.

The social service "Day Center for Elderly Persons" was established by HCL no. 25/2022.

The purpose of the social service "Day Center for Elderly Persons" is to provide social services to elderly persons in Dorohoi Municipality, whose needs can be solved through the activities carried out/services offered, in order to overcome difficult situations, prevent and combat the risk of social exclusion, promote social inclusion, and improve quality of life.

The Day Center for Elderly Persons facilitates and encourages human connections, including with the families of elderly persons. Through its activities, it allows the maintenance or improvement of the physical and intellectual capacities of elderly persons, stimulates their participation in social life.
This center supports elderly people by increasing their psychological comfort, involving them in recreational and socio-cultural activities, as well as by developing a spirit of mutual aid among peers.

Access/provision of social services for the child/young person within the day center for children and young people with disabilities*

​ The social service Day Center for children and young people with disabilities social service code 8891CZ-C-III, established and managed by the provider Dorohoi Directorate of Social Assistance, accredited according to Accreditation Certificate series AF no. 005852, holds the Operating License series LF no. 0000061, headquarters at 43 Stefan cel Mare Street.

Drawing up social reports for the classification of minors in the degree of disability*
The counselors within DAS carry out/prepare/draft the social investigation, at the request of the parent/legal representative, in the case of minors/persons placed under guardianship, regarding the situation of the minor who is to be classified as having a degree of disability/to be re-evaluated, who is located within the administrative-territorial jurisdiction of the municipality of Dorohoi.
The main activities on which the procedural activity depends are the following:
- Receiving and registering requests/documents directly from applicants
- Collecting information/data regarding the psycho-socio-economic situation of the child and the biological/extended family
- Analyzing and evaluating the collected information/data regarding the psycho-socio-economic situation of the child and the biological/extended family
- Drafting the social investigation report which contains all relevant information regarding the child for whom the social investigation is prepared. This report must mandatorily contain the specialist's proposal in accordance with the legislation in force corroborated with the identified situation.
- Sending the social investigation report to the applicant.

Child protection and guardianship authority*

In accordance with the legislative provisions in the field of child protection, namely Law no. 272/2004 regarding the protection and promotion of children's rights, the Tutelary Authority and Child Protection Office carries out activities of identifying and monitoring families and children in difficulty, preventing risk situations, preventing child abandonment and separation from their family, reintegrating the child into the family, as well as other actions aimed at respecting children's rights.

- Carries out activities of identification, intervention and monitoring of children who are deprived of parental care during the period when their parents are working abroad; evaluates the child's legal situation in order to identify a permanent solution for the child's protection and issues assessment reports for parents who are about to go to work abroad for the purpose of delegating parental authority, according to Government Decision no. 691/2015;
- Counsels and informs families in risk situations, with dependent children, regarding their rights and obligations, the rights of the children, monitors and analyzes the situation of children, as well as the way their rights are respected, ensuring the centralization and synthesis of relevant data and information;
- Establishes partnerships and collaborates with non-governmental organizations and representatives of civil society in order to develop and support child protection measures;
- Conducts social inquiries regarding the manner of raising and educating minors for the exercise of parental authority, establishing the residence of the minor, setting a visitation schedule, modifying child support, restraining order;
- Conducts social inquiries for minors for whom a protection measure has been established in order to reintegrate them into the natural family;
- Prepares the service plan through which the planning of services and benefits is made in order to prevent the separation of the child from their family;
- Conducts social inquiries for obtaining/renewing the maternal assistant certificate;
- Conducts social inquiries for persons requesting the leave of minors from placement centers.

Granting educational incentive in the form of social vouchers for kindergarten*

Children from disadvantaged families, Romanian citizens, who have their domicile or residence in Romania, benefit from the educational incentive granted in the form of social vouchers for kindergarten, in order to increase their access to education.

1. The educational incentives are granted to children from families who have established the right to family support allowance granted under Law no. 277/2010 regarding the family support allowance, republished, with subsequent amendments and completions, regardless of whether the family is receiving this right or it is suspended.

2. By exception, the educational incentive is also granted to children under the care of the person who has been designated by the parent for the maintenance of the child, during the absence of the parents, according to art. 104 of Law no. 272/2004 regarding the protection and promotion of the rights of the child, republished, with subsequent amendments and completions, if the income per person, including the child in care, does not exceed the maximum income level for granting the family support allowance.

Family support allowance*

Families and single persons who have children up to 18 years old in their care, if they earn net monthly income per family member of up to 557.03 lei.

A family is also considered to be an unmarried man and woman, with their own children and the children of each of them, who live and manage together, if this is recorded in the social investigation.

State allowance*

The state allowance for children is granted to all children up to 18 years old, Romanian citizens, without discrimination, as well as to young people who have reached the age of 18 and are attending high school or vocational education courses organized under the law, until their completion.

Young people who repeat a school year are not entitled to the state allowance, except for those who repeat for health reasons, proven with a medical certificate.

Children of foreign citizens and stateless persons residing in Romania, under the conditions of the law, also benefit from the state child allowance if they live together with their parents.

For families of Romanian citizens who are working or not working in a member state and who have requested in writing the right to family benefits in that member state, but do not meet the conditions of the respective EU member state's law for granting them, may apply for the right to state child allowance in Romania, based on an application and supporting documents regarding the state child allowance, as well as for regulating the payment modalities of the state child allowance.

As a supporting document, the European form E411 or any other document issued by the competent institutions of the respective member state is required, with the mention that the family has requested but does not have the right to family benefits in that member state.

According to the provisions of art.72 of Council Regulation no.987 of September 16, 2009, within the European Union, the accumulation of rights to family benefits must be avoided, which is why rules were established for determining the competent priority state to pay the right.
