Short description
The electronic identity card (CEI) and the simple identity card (CIS) prove identity, citizenship, and home address.
The electronic identity card (CEI) is issued by any public community service for personal records (SPCEP).
The simple identity card (CIS) is issued at the SPCEP at the place of domicile or residence of the individual.
The identity card is mandatory after the age of 14.
The identity card is issued in the following cases:
a) upon expiration of the validity period of the identity document to be replaced;
b) if the holder's surname or first name or date of birth has been changed;
c) in case of change of domicile;
d) in the event that the R.N.E.P. contains the mention «expired domicile»;
e) in case of assignment of a new C.N.P.;
f) in case of deterioration of the identity document;
g) in case of loss, theft, or destruction of the identity document;
h) when the facial image in the identity document no longer corresponds to the holder's physiognomy;
i) in case of change of sex;
j) in case of cancellation;
k) upon acquiring Romanian citizenship;
l) establishing domicile abroad;
m) in case of change of name or rank of towns and streets, renumbering of buildings or their reallocation, establishment of towns or streets;
n) upon request.
Procedural steps
1. Only for the electronic identity card (CEI), the citizen schedules an appointment at the counter through the hub.mai.gov.ro platform.
2. The citizen presents at the public service counter where the application and necessary documents for issuance of the identity card are submitted. Documents are presented in original, and after they are verified by the records officer, the originals are returned to the holder.
3. Verification of the application and documents.
4. Taking the facial image. Additionally, for CEI, fingerprint impressions of two fingers are also taken.
5. Analysis of the application and documents.
6. Processing the application and sending for manufacturing.
7. Issuing the identity card.
8. Handing over the identity card.
The submission of the application is carried out at SPCEP only in the presence of the applicant and cannot be done based on a special power of attorney.

Testing the test procedure
*This procedure establishes the method of notification regarding the conclusion of a contract with a remote identification service provider through video means, for the purpose of using video means for remote person identification.

Procedural steps
1. Only for the electronic identity card (CEI), the citizen schedules an appointment at the counter through the platform hub.mai.gov.ro.
2. The citizen goes to the public service counter to submit the application and the necessary documents for issuing the identity card. The documents are presented in original; after verification by the officer, the originals are returned to the holder.
3. Verification of the application and documents.
4. Facial image capture. Additionally, for CEI, fingerprints of two fingers are also taken.
5. Analysis of the application and documents.
6. Processing the application and sending it for production.
7. Issuing the identity card.
8. Handing over the identity card.
The application is submitted to SPCEP only in the presence of the applicant and cannot be submitted by a special power of attorney.

procedureThe procedure applies for the equivalence of high school level diplomas obtained abroad by Romanian citizens, issued in languages other than Romanian, English, French, Spanish, or Italian.
Requests are submitted from accounts accessed through ROeID, eIDAS or ghiseul.ro. Files sent from accounts accessed through eDirect are not processed.
Authentication of educational documents subject to recognition/equivalence
1. for diplomas from the Republic of Moldova, apostille or legalization is not required. Diplomas issued before 2008 (as well as diplomas issued after 2008 which cannot be verified through the portal) must be accompanied by the Certificate of authenticity issued by the Ministry of Education of the Republic of Moldova, starting from 01.04.2019, in copy;
2. for states which are parties to the Hague Apostille Convention, educational documents subject to equivalence/recognition must be legalized with the Hague Apostille by the competent authorities of the issuing countries; educational documents from Italy, Greece, Spain, Portugal and Cyprus must be legalized with the Apostille of the Hague Convention, the other EU member states being excepted;
3. for states that are NOT parties to the Hague Apostille Convention, educational documents will be legalized or accompanied by the Certificate of authenticity issued by the competent authorities from the country of origin;
legalization is applied by the Ministry of Foreign Affairs of the issuing country, the Embassy/Consular Office of Romania in that country and the Ministry of Foreign Affairs of Romania or by the Ministry of Foreign Affairs of the issuing country and its Embassy/Consular Office in Romania and the Ministry of Foreign Affairs of Romania; for countries where there are no Romanian diplomatic missions or which do not have diplomatic missions in Romania, educational documents must bear the visa of the Ministry of Education and the Ministry of Foreign Affairs of the issuing country

The submission of the application is carried out at the SPCEP only in the presence of the applicant and cannot be carried out by means of a special power of attorney.
